Albany, N.Y. -- New York State Comptroller Tom DiNapoli has proposed the state increase aid to cities like Rochester.
However, the budget released by Gov. Andrew Cuomo’s office last week did not make room for those types of increases.
Rochester Mayor Lovely Warren has called the current system for allocating state aid flawed because Rochester receives the lowest amount per capita.
