Contractor given 2 more weeks to pay back fraud victim

Rochester, N.Y. (WHAM) - A contractor facing felony charges in three counties will have another two weeks to pay back one of his fraud victims.

Ryan Frawley, 22, is accused of taking thousands of dollars from projects that he promised to complete, then never started the work.

Frawley ran two companies - York Enterprises and Harris Grounds Management.

In the case filed in Monroe County Court, Frawley was offered a plea bargain to serve weekends in jail, as long as he also paid $4,300 in restitution by Wednesday.

"We are trying to get him to pay restitution up front so we can get timely money to the victims," prosecutor James Egan said.

When asked by a reporter if he believed that Frawley was telling the truth about being able to pay back the victim today, Egan replied, "I'm not going to comment on that at this time."

The judge indicated that he did not believe that to be the case. He gave Frawley until June 27 to come up with the restitution money.

Frawley faces separate cases in Ontario and Wayne Counties.
