New police organization plan unveiled

Rochester, N.Y. Mayor Lovely Warren (D) was presented with a much-anticipated report from the Rochester Police Department that could change the way the department is organized and operates in 2015.

The plan reorganizes the RPD into 5 sections based on crime data and population information. The current RPD plan operates on an east/west division.

Were trying to go back to the neighborhood policing model, Mayor Warren said at a Monday news conference, talking about what she felt was a need to re-connect the police department with neighborhoods. Officers will be assigned to areas, officers patrolling areas, she added.

The 5 section plan is similar to a similar organization model previously used by the RPD, prior to switching to the current east/west model.

Not everyone is onboard with the proposed changes, former Rochester Police Chief James Sheppard has openly opposed the proposed changes, citing a drop in crime under the east/west RPD plan.

Current Police Chief Michael Ciminelli answered that criticism by saying the drop in crime may not have been from east/west plan, but rather, a number of other factors.

Its not yet clear how much the new 5 section plan will cost, but Mayor Warren has asked NY Governor Andrew Cuomo for $4.5 million to help make the plan happen.

According to Chief Ciminelli, if the plans continue as scheduled, the re-organization could be completed by early 2015.
