Brutal cold is back

Washington -- Frigid temperatures and harsh winter weather has returned for several parts of the country Tuesday.

The National Weather Service said a winter storm could bring up to 10 inches of snow in New York City and Philadelphia. Also returning is a bitter cold, with temperatures on the East Coast between 10 to 25 degrees below average.

The one-two punch has already closed schools and businesses in major East Coast cities, including Washington, D.C.

Hundreds of flights out of major hubs in New York City, Philadelphia and Chicago have already been cancelled.
