Charges filed two years after local twins killed in PA

Penfield, N.Y.    Police in Pennsylvania have arrested the man who hit and killed twins from Penfield nearly two years ago.

The Lackawanna District Attorneys office says on Oct. 6, 2011 Wayne Kichar, 35, of Jessup, Pennsylvania, was high on marijuana and synthetic marijuana while the dump truck he was driving crossed median on a highway in Scranton and struck the car carrying Bill and Lynn McKernan.

The McKernans, of Penfield, were driving to New York City to celebrate their 40th birthday.

Wednesday, the Lackawanna District Attorneys office charge Kichar with 2 counts of Homicide by Motor Vehicle, a felony, 1 count of DUI, a misdemeanor, 2 counts of Involuntary Manslaughter, a misdemeanor.

"This man took two people from this world that deserved to be here, and were two of the best people Ive ever met in my entire life and they deserve this and they deserve justice and they deserve someone to be held accountable for what happened." said Melissa McKernan, Bill's wife.

Kichar is also wanted on a separate set of charges related to an incident on Sunday in which police say Kichar threw his 10-year-old son into a metal chair.
