LDC Investigation: Arraignments expected Wednesday

Rochester, N.Y. -- The ongoing investigation into Monroe Countys use of Local Development Corporations (LDC) will result in additional arraignments on Wednesday according to sources close to the investigation.

Those sources indicate that a number of individuals could be arraigned in front of Judge Robert Noonan of Genesee County who was assigned to preside over these matters.

13WHAM News has confirmed that the husband of Monroe County Executive Maggie Brooks has retained a lawyer. Robert Wiesner retained top criminal defense lawyer James Nobles according to sources.

Nobles refused to comment when contacted by 13WHAM News.

Other individuals connected to this case have also retained lawyers but that does not necessarily mean they will face any criminal charges.

Last month Judge Noonan handled the arraignment of Dan Lynch, 50, who was charged with Grand Larceny 2nd two counts of Falsifying Business Records 1st Degree. Lynch pled not guilty.

Lynch was accused of crimes related to the purchase of a tent at the 2008 Senior PGA Championship tournament held at Oak Hill Country Club.

Lynch, the president of Treadstone Development Corporation, also performed consultant work for Navitech Services Corporation. Navitech was assigned two contracts by LDCs formed for Monroe County.

One of those LDCs is called Upstate Telecommunications Corp (UTC) and another is called Monroe Security and Safety Systems (M3S). Both LDCs were harshly criticized in separate audits conducted by New York State Comptroller Thomas DiNapoli.

UTCs contract with Monroe County is for 16-years and $99.2 million. M3Ss contract is for 20-years and $224 million.
