THE NATIONAL WEATHER SERVICE IN BUFFALO HAS ISSUED A WINTER STORM WATCH...WHICH IS IN EFFECT FROM SATURDAY AFTERNOON THROUGH SUNDAY MORNING. * LOCATIONS...NIAGARA...ORLEANS AND MONROE COUNTIES...AS WELL AS NORTHERN PORTIONS OF ERIE AND GENESEE COUNTIES. * TIMING...LATE SATURDAY AFTERNOON THROUGH LATE SUNDAY MORNING. * HAZARDS...FREEZING RAIN.

* ACCUMULATIONS...ICE POTENTIALLY ACCUMULATING UP TO ONE HALF OF AN INCH. * WINDS...NORTHEAST 10 TO 20 MPH. * TEMPERATURES. LOWS IN THE LOWER 30S SATURDAY NIGHT.

* IMPACTS...ICE ACCUMULATIONS MAY CAUSE DOWNING OF LARGE TREES AND POWERLINES...CAUSING POWER OUTAGES. IN ADDITION...UNTREATED SURFACES MAY BECOME ICE COVERED...MAKING TRAVEL VERY HAZARDOUS.

* FLOOD WATCH FOR PORTIONS OF CENTRAL AND WESTERN NEW YORK...

* FROM SATURDAY AFTERNOON THROUGH SUNDAY EVENING. ORLEANS-MONROE-WAYNE- GENESEE-WYOMING-LIVINGSTON-ONTARIO- FLOOD WATCH: NATIONAL WEATHER SERVICE BUFFALO NY 1249 PM EST THU DEC 19 2013 ..DRAMATIC WARM-UP AND HEAVY RAIN POSSIBLE THIS WEEKEND A WARM FRONTAL BOUNDARY WILL LIFT INTO THE LOWER GREAT LAKES ON FRIDAY AND STALL OUT THIS WEEKEND. A SERIES OF LOW PRESSURE SYSTEMS MOVING ALONG THIS STALLED OUT FRONT WILL RESULT IN PERIODS OF HEAVY RAIN ACROSS PORTIONS OF WESTERN AND NORTH CENTRAL NEW YORK THIS WEEKEND. THE COMBINATION OF POTENTIALLY HEAVY RAIN AND TEMPERATURES THAT ARE EXPECTED TO RISE WELL ABOVE FREEZING ALONG AND SOUTH OF THE FRONTAL BOUNDARY ALONG WITH THE POSSIBILITY OF ICE JAMS AND DRAINAGE ISSUES RELATED TO SNOW-BLOCKED STORM DRAINS WILL CREATE THE POTENTIAL FOR FLOODING ALONG AREA STREAMS AS WELL AS IN LOW-LYING POORLY DRAINED AREAS. HEAVY RAIN ALONG WITH SNOWMELT AND POTENTIAL ICE JAMS.

* LOCALIZED FLOODING OF AREA CREEKS AND STREAMS AS WELL AS LOW LYING AND POORLY DRAINED AREAS WILL BE POSSIBLE. PRECAUTIONARY/PREPAREDNESS ACTIONS... A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON CURRENT FORECASTS. YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE FLOOD WARNINGS.
