State of emergency declared for entire state

Albany, N.Y.-- New York Governor Andrew Cuomo has declared a state of emergency for the entire state as a winter storm hits.   

A major winter storm that has already dumped heavy snow in the Midwest has arrived in New York state overnight with as much as 16 inches expected to fall in some areas of the state by tonight.

Governor Andrew Cuomo activated the state's emergency operation center Tuesday night and has already asked residents to avoid traveling where possible.
