Putin addresses crisis as Kerry arrives in Ukraine

Kiev, Ukraine -- Secretary of State John Kerry has arrived Ukraine, hoping reinforce the United States support for the new government there.

Kerry arrived hours after Russian President Vladimir Putin spoke publicly Tuesday morning for the first time since Ukrainian President Viktor Yanukovych left the country Feb. 22. He said Russia gave shelter to Yanukovych to save his life.

Putin added Russia will use all means to protect its citizens in Ukraine. He also said Russian military exercises near Ukraine were not related to the recent unrest there.

The U.S. is working on comprehensive sanctions and economic assistance for Ukraine. Putin said sanctions against Russia will backfire.

Some leaders are worried Ukraine will try to fight back against Russia and ultimately fall to much larger Russian forces. Russia has about 845,000 troops, while Ukraine had only about 130,000.
