Rochester man among four people killed in Idaho crash

BOISE, Idaho (KBOI) — One of four people killed in a fiery crash in Idaho last week has been identified as a 42-year-old man from Rochester.

The coroner identified the victim as Illya D. Tsar and listed his death as thermal and inhalation injuries due to the crash.

Earlier this week, officials with the Mountain Home Air Force Base identified the three Airmen who also died in the crash as Senior Airman Carlos V. Johnson, Senior Airman Lawrence P. Manlapit III and Senior Airman Karlie A. Westall.

Authorities said a semi truck and an SUV were both traveling eastbound on I-84. Both vehicles slowed for construction traffic.

A second semi truck driven by Tsar came up behind the first semi truck and SUV, and slammed into the rear of both vehicles, troopers say. Four other vehicles were also involved in the crash.

The overpass is expected to be closed to traffic for months while crews make the emergency repairs.
