Officer facing departmental charges in Daniel Prude case

(Provided photo) Daniel Prude died after a March 23rd encounter with Rochester Police. Mental health laws may have forced the hospital to release him from a mental health arrest hours 11 hours earlier because the laws do not force someone to be held against their will if they have recovered from an instance of substance abuse. The medical examiner's report said Prude suffered both from mental health issues and use of PCP.
